Not exactly what you asked for, but I use roamsimple.com. You get a SIM which gives you data and voice roaming at a fairly reasonable rate anywhere. Not fixed monthly charge, but that's not what I need either - when I'm in my home territory, my local SIM is cheaper, this is for the times I'm not.
