There have been large signs warning against buying counterfeits posted around Florence for at least a couple of years - they even had one posted in the lobby of my hotel when I was there in April. The fine isn't new, it's been around for a few years but rarely inforced, AFAIK. This article in the New York Times from 2006 mentions fining tourists.
