I should rephrase: I know Visa charges 1% on international transactions. I assume Paypal gives Visa debit cards, but didn't know if they might be Mastercards instead.
I have a Pentagon Federal Visa credit card that gives 1.25% cash back on all purchases (5% on gas and 2% on groceries, too). So I still get 0.25% cash back on foreign transactions.
