The legitimate tethering scheme - the one you pay extra for monthly - is officially US only last time I looked. That doesn't mean that tethering doesn't work overseas but I don't know about their "dialer" software.

Not so great if you're in it for the data package rather than voice. I very rarely use my device for voice overseas but I use a ton of data. I'm quite happy with not needing to swap out a SIM card every time. That said, I did get my device unlocked as soon as I acquired it, just in case I do need to start making a bunch of voice calls at some point.
