I doubt they will ever allow the Skype app to work outside the United States. International roaming has to be one of the post profitable aspects of the wireless industry.
It's mostly revenue to the foreign carrier, not to AT&T/VZW, I think, based on the roaming contracts AT&T signs with each foreign carrier.
