Singapore is only 85 miles north of the Equator. Most of the cabin crew are Singaporeans or from nearby Malaysia. When one lives in a hot climate, the blood thins to keep the body cooler. (I thought I was going to die of the cold the first time we left Singapore after living there for a few years and experienced our first - freezing - NY/New Jersey winter!)

Now when one is used to daily temps in the 30sC/90sF (it never goes lower than 24C/75F, even at 4am in Dec/Jan) it is pretty easy to feel cold when leaving a tropical climate. Many of the Singapore Airlines crew probably go home to their HDB (Housing Development Board) flats/apartments and some will mainly use ceiling fans for cooling the rooms.
The above theory does contradict with what I saw last January in JFK: I saw all singapore girls wearing their uniform (the special dress) with out a jacket in middle of january getting off the bus to board the plane without feeling cold at all, while me who live in YYZ was freezing cold and wearing a coat and still feeling cold.
