You are slightly misinformed.
The ATR software is currently used in Amsterdam, along with MM wave imagers (NO X-RAYS), and I understand it works pretty well. No humans involved, and no images produced. SEE:

However, in the UK, they are still using human screeners with Rapiscan 1000 machines (X-RAYS!). The images look like this:

The Rapiscan people claim to have ATR software in the works, but I am afraid they are beating a dead horse. Many countries in Europe will not allow ionizing radiation to be used on humans except for medicine, and the MM wave machines will prevail, probably all with ATR software and no images to oogle. Certainly, the US will ban the X-Ray machines sooner or later, but not until Mr Chertoff has taken enough money to retire. There WILL be lawsuits, as it is clear that Rapiscan's will cause more cancers than terrorists will kill.
