Except, from what I can tell, that there was no one behind him when he left, so the new arrivals would be worse off since he would be just butting in; to me, he left the back of the queue, went away to check boards , came back and there were now people in the queue and he tried to enter in front of them

Hardly surprising that the people that had arrived treated it as someone trying to jump ahead from what I can tell

Even so, if someone chooses to leave a queue , they have left it; if I go to a supermarket and then realise I want to grab something else, I would not expect to jump back in the queue

If the person had already been there behind him and then went to check the board, there may be a good chance that he would have quite happily let him back in
