I actually picked up one of these, since it’s pliable (can be made flat), which means less room and weight than the beanbag style when popped into my carry on:

Living in MN, another state that does not allow windshield mounts, this stays in my car the rest of the time. Works well, and can be molded to fit around whatever odd space you have in a rental car to work with.

Just need to know which states need me to remember to tote it along. So far, CA (unless I go with the lower corner concept) and NJ....is that it?
