Please rationalize the New York rules

Not sure if they have changed it or not, but it is not legal in Jersey to mount anything to the windshield
No person shall drive any motor vehicle with any sign, poster, sticker or other non-transparent material upon the front windshield, wings, deflectors, side shields, corner lights adjoining windshield or front side windows of such vehicle other than a certificate or other article required to be so displayed by statute or by regulations of the commissioner.
How does a NY driver comply with such a NJ law? When Ny requires that a driver post two stickers on the drivers side of the windshield. We are required to have a reegistratgion sticker (nontransparent) and also an inspecgtion sticker (nontransparent). There are several NY drivers driving the NJ Turnpike everyday.
