Watch the video. The reason why the guy didn't show travel orders is that he was on two weeks leave from Iraq, therefore didn't have travel orders. He wasn't entitled to a 100-pound bag. He was entitled to 150 pounds of baggage in three standard-sized pieces of luggage. His leave paperwork counts as travel orders when going to/from OEF/OIF regions. There may be an allowance for luggage, etc., detailed on it. Depends on how they're written.
