If you present your itinerary (with PNR) for the HBA flight, you should be able to have your bags tagged through to your final destination at SIN.
Even though you will have to recheck them at the "Seamless Transfer" desk after passing through Customs, you should be more able to just drop them off and take the transfer for yourself to the Domestic terminal.
