Officially no, OW carriers do not provide harmonized elite baggage allowances between carriers. Hopefully one day this will change.

My experience with IB has been that they are pretty lax about overweight luggage, so perhaps it would have been better to try to squeeze your additional items into one of the 2 allowed pieces. Two of us recently traveled from VLC, checking in at Business Class desk, and were allowed 4 pieces weighing 20, 24, 28 and 31 kg. Limit is 23 each, so we were over by 11 kg or 25 lbs and we were not charged.
