i would also imagine that it would be for external rescue crews to easily be able to see inside the aircraft in the event of an emergency, although that's just me guessing.

i also have heard FA's instruct window passengers on most of my flights that they have to be raised. i don't see what the big deal about it is though. not like it takes a lot of energy to do...
