The situation is different, and you can use that example for airline lounges as well. Airline lounges often have can drinks fridge, and everyone (yes I am talking about everyone, even men and women dress in suits) would stock up, who knows it is for their own use or for their colleagues travelling for them.

The different is Costco / Sams Club pay for the sponsors or sponsors pay them to advertise their products, so there is really no limit you can take the food, besides, you need to pay for a membership in order to get in either store.

Free breafast in hotels are paid by the guest staying in the hotel, included in the rate. So the breakfast should only consume by their own guest, not someone from the street, as street people didn't pay a dime for that, although it can say some guest may grab a large amount and take it outside for their friends, it doesn't happen as often as to hotel exec.lounge or airline lounges.
