Interestingly enough, other rates are sometimes better than the government rate. Hilton affiliates tend to charge the amount the government has pegged as the "Per Diem" rate for a given location, and it is not unusual to find that the Sr. rate, AAA rate, or some other rate is lower. So, showing a government ID may not always be taking the easy way.
