Well, this is at least what AA is saying officially. I remember when they launched the BNA hub and after some premature stories broke (which were denied with non-denial denials...if you have ever watched 'All the President's Men' you know what I mean) they announced it within two weeks. The main reason was that they couldn't officially announce things without ensuring a myriad of official private notifications - unions, local and state government officials - were made first.

The Dallas Morning News doesn't provide quotes and "a substantial presence" leaves plenty of wiggle room.
