At MCT all your luggage gets xrayed prior to check-in, and hand luggage is scanned a second time on the way to the departures lounge. A few weeks ago an Asian had been stopped at the second scanner. His carry-on bag was completely full of industrial size metal ladles and forks (no knives). How he got it through the first check, I don't know.
