Stowing electronic devices for landing

Given the popularity of Ipad / Kindle / nook, why cant users continue to read with those device through takeoff or landing? It's no different from a book or magazine.

I understand the headphones rule (might not realise there was an emergency) but this is different.

Is it just a case of an old rule that needs updating?
