Huh? Who is the airline that implemented checked bag fees and made them retroactive to ANYONE regardless of when the ticket was purchased? Then DL begrudginly reneged when the DOT got after them about it. But rather than not charging those who bought tickets before the bag fee, they made customers fill out a form to claim a "refund." Totally bogus. DL certainly didn't learn that garbage from NW.
