This question is a bit off topic for this thread, but since you are a relatively new poster, I will reply to your question.
1) Your "rights" depend on your status with Avis, what status (no status, preferred, AvisFirst, President's Club, or Chairman's Club [I hope I didn't leave any out!]).
2) The chances of this happening to you at any airport are very high when you request a SPECIFIC car, and reservations will specifically warn you that specific models of car are not guaranteed.
