Yes, Travelex sells one.

However-- the fees and hassle of it don't make it worthwhile. I know this from experience. Just get yourself a CapitalOne credit card & checking account: NO international transaction fees of any kind (except for ATM fees)!

And no, the card does not have a chip. It's impossible to get one while in the US.
