I'm pretty sure the flight deck crew put on the fasten seatbelt lights on here and there to assist the cabin crew in keeping passengers in their seats at certain times (during meal preparations etc)
AF are very guilty of that even during a flat calm. From my perch back in economy I've seen Biz Class pax walking about whilst us peasants have been kept securely belted up.
Of course crew says it doesn't go on but it obviously does on some airlines.
