I think this is the policy. Before I became Platinum (now I am upgraded before I reach the gate!), I was routinely on the upgrade list as I watched gate agents sell upgrades on my ATL-TUS itinerary. My understanding is that a Medallion flyer is entitled to an upgrade if it's AVAILABLE. If they can sell the upgrade, it is no longer available.
