Using an EMCO for another person: Who needs to actually book the trip?

Hello,

I have an EMCO, which, according to their terms is fully transferable.

This transferable voucher may be used toward the base fare when you purchase an Air Canada ticket for travel on Air Canada and is valid until one year from today. This means that it must be applied to new tickets purchased within that time frame, however, travel does not have to commence within the year.

Your travel voucher is fully transferable to the customer of your choice when using the EMCO/Travel Voucher Request form. Please ensure you indicate you are using your voucher as credit towards the purchase of a ticket for another passenger where asked on the online form.

The setup of the page makes we wonder which of the following cases is needed to transfer the EMCO to someone else:
1) Person A owns the EMCO. Person B pays the trip and travels, Person A submits the EMCO for Person B after the trip.
2) Person A owns the EMCO. Person A books and pays the trip. Person B travels. Person A submits the EMCO after the trip.

Does anyone know?
