No waiting water bottles on my SAN - DTW flight today. When I kindly asked FA about it, she flat out said because they don't want to deal with having to pick them up empty or full bottles per FAA reg. I have to give her credit for being honest. I was able to get a bottle of water during PFB service so I didn't mind.
