This very well could be a new policy they aren't talking about. I was in SLC trying to do a standby flight to EWR and would only do the flight if I was upgraded. I lost the upgrade because of a PAID upgrade at the gate. I just ended up getting on my original flight which was upgraded anyway but was trying to get on an earlier flight and more direct one. Even the gate agent was surprised when this happened.
