On my last two trips on Delta, the gate agents were selling standby upgrades instead of upgrading Medallions. This is not a new policy and you should have be upgraded. In the future, they can only sell upgrades after all Medallions have been upgraded, so you should speak up if you don't think the upgrade list has been processed appropriately. I'd report the behavior so the agents can be trained appropriately.
