Dragonair also does not have a US phone number. They direct you call Cathay Pacific. When I call them, I get the same higher price.

Not a problem with entering a US address in the HK version, the Dragonair websites all share one common database for fares, regardless of region (you can actually book on the general Dragonair website, i.e. www.dragonair.com without selecting country).
