It may be that the antenna system they have would require additional testing and certification for 5 Ghz operation.

Or maybe there was higher licensing costs for 5 Ghz too.

Maybe also they see that most of the 802.11n routers sold are single-band, not dual-band. Certainly the former are cheaper.
