It's there, if you're willing to pay for it. http://www.wherify.com makes a system for tracking children; much like the "house arrest" bracelets, it's locked onto your child and you can go to the website and "ping" it at any time.

Putting this in/on a piece of luggage seems obvious. (Expensive, but obvious.)

(Will the baggage check people now need to remind us to turn off our packed electronic items?)
