You can read that as: they're willing to sell 9 or more first class seats plus, in economy, 9 or more seats in the Q fare bucket, 7 in W, 6 in S, and one in the low-cost T bucket.
Thanks for that tidbit, mherdeg. How do I exactly read that line though? I see 9 seats that can be sold in F and 9 seats that can be sold in a full-fare coach Y. What about all the other economy numbers? Are the 6 free seats in S part of the 9 empty seats in Y overall?
