Indeed the "city" view of Phoenicia is nothing too exciting as it does overlook the old Holiday Inn hotel (were the civil war had it's beginning), but that's for less than half of the rooms at the hotel I would say.

I would say that the rooms are pretty decent (from the few times I stayed there). As for the 4Seasons, I can't really comment much about it. Never been there.
