I do believe you and understand that to clean the whole room takes a long time (for example, the bathroom itself ran the length of the room). However, it just seemed unacceptable to me to have a room not made up by 3pm, it makes me think maybe the hotel doesn't have enough Housekeeping staff. There weren't all that many rooms on my floor.

When I left the room at 9am, there was a cleaning staff on my floor. But, there was none when I returned at 3pm and found my room still not yet made up. So I thought they could have missed my room or something. When I returned again before 5pm, the cleaning staff was just cleaning the room opposite mine, so it definitely takes a lot of time to clean the whole floor.
