They don't want just "anyone" to buy these fares.

I hear that some hotels such as the "Conrad Hotel" in Hong Kong give discounts to hotel guests that present their HKID at check-in. (Designed for former HK Residents to go to Hong Kong to visit relatives [since space may be an issue at the relatives home, so they have to stay in a hotel]?)
