the waiver of cancellation fees applies only to Domestic fares.
1)If you buy a non-refundable fare that has a change penalty (i.e. usually not an advance purchase fare), then you can change it without penalty for 1 yr from date of issue usually as many time as you want as long as at the time of change you are a plat. You can not refund a non-refundable (basically classes W,V,O on 9W services, Jet Konnect is actually more flexible)
2) If you buy a refundable ticket that has a cancellation fee - usually INR 750 OR INR 500 - then this is waived and you get a 100% refund.
