Completely agree, we've got very handy photo driving licenses that fit in a wallet just fine already for ID purposes. I've used that for ID with no problem in most countries including the US.
A foreign driving licence works very nicely within the US as ID, but in most European countries, the authorities want proof of nationality, i.e. your right to be in their country. The standard way of proving your nationality in most European countries is a national ID card issued by your country of nationality or a residence permit issued by the host country, and failing that a passport.
