why not pack you bag and leave a note (in big red letters so it can't be missed) to the tsa as the top most item inside you luggage saying something along the lines of....

"to the tsa: if you are reading this, you have obviously decided to security search my luggage. I have used a tsa approved lock to secure my luggage and upon completion of your inspection, please replace my tsa approved lock to its original and locked position securing my luggage. Since that is the case, please attach to this note, the amount of <insert cost of the lock> or record on this note, the following information: the address where to send a bill to the tsa, your name and employee i/d number as you were the tsa employee searching my luggage and the date and time my luggage was security searched. thank you for your cooperation and please not that the placing of this note and the sealing of my luggage has been video recorded by me for security purposes.

yeah, totally far fetched but i'm wondering, just wondering what would happen if one did this and followed thru with a complaint to the tsa. yeah i know, nothing but it would still be fun to do and if need be, get the media involved as i know there would be consumer advocate reporters who would love to pursue this simply "just cuz"
