The THB 4500 rate is for bookings made 10 days or more out or for the first 45 bookings, which would likely be the same thing anyway. I was in BarSu the other night when it re-opened after being closed for a few weeks and the Hotel was running about 25% occupancy. Basil was still closed.

If people don't want to pay THB 6000 at the moment I would recommend emailing them about it and see what they can offer.

They are thinking about a promo during the world cup at the SGS, that will be good value if they go ahead as I have heard it may be a free room after X amount of spend in BarSu. They are also opening up the function room next to BarSu to allow people to watch it and putting an entrance in behind the dance floor to get there. Whether this will be ready in time for the world cup remains to be seen. It's about time they set up something allowing you to watch football in there, enough people have been requesting it.
