The fact that the flight was 10 min late makes it "on-time" per FAA regulations.
MCTs may be laughably unrealistic anyway. Several years ago, Delta offered international to domestic connections at CVG with 1 hour connections on an itinerary that I was looking at. Let's see, inbound 14 minutes late (still "on time"), 10 minutes to get out of the plane from the back, and 10 minute lead time before the close the door of the connecting flight leaves only 26 minutes to go through immigration, collect checked baggage, go through customs, recheck checked baggage, go through security screening, and reach the connecting flight gate. Even if you do carry-on only, 26 minutes is stretching the best case time through immigration, customs, and security screening.
In addition, those inbound international flights were often an hour or so late anyway (several days of checking on Delta's web page). As there were few options from CVG to my intended final destination (some of which were notorious for misconnect risk, like United through ORD), that itinerary was pretty much a guaranteed misconnect and stranding. Obviously, I chose some other itinerary instead.
