Letting a seat in F go out "as is"

ATL-MSY on Wednesday, a lady in 1C asked the FA if she could move to another vacant seat in F. FA told her that only the GA could authorize that. The lady asked her to go ask the GA, she did and came back and told her that the GA was letting that seat go out "as is".

About an hour into the 2 1/2 hour wait at the gate (food for another thread), the lady asks another FA if she could move to that seat. She just shook her head and kept walking.

I'd never heard that term before and I'll admit it's been a while since I've seen a vacant F seat on that route so it made me curious.
