This matches some other loyalty programs' transfer policies. AS, for example, allows transferring points between accounts for $0.01 per point (in blocks of 1,000). It's not the best deal in the world, but it does at least allow it if one should find it necessary in certain circumstances (like the ones mentioned by AlanB).
