You can indeed use your points to "buy" a ticket for someone else, even if you're not traveling with that person.

Two quick reasons that I can think of for wanting to transfer points however could include: having no need for them anymore and wanting to give them to someone else; not having enough points for a sleeper in both your account and a friend/family member's account, however by combining the two accounts into one you will have enough.
