I believe that the OP is mistaking FAM (Federal Air Marshall) for FA (Flight Attendant). Add an "M" and you get more than candy!

A FAM would not break cover to ask someone to stop taking pictures (belief), but I would think that they might let an FA know so that the most appropriate person can deal with the issue.
