At many airports yes, but this was ATL. There the exit from Customs is into the main terminal and you have to travel a mile thru it to the street exit. So everyone gets TSA'd, even those terminating at ATL. A much delayed and over budget new International terminal is supposed to open in a year or two or three, giving arrivals a choice of street exit or going to the main terminal.
