As for the zipper locking, if you mean do they have the holes in them that you can stick a cable lock through, yes, they do. With a little ingenuity and a second lock, you can also lock that front panel up with the main compartment locks if you so choose.
The main compartment of the Porter is quite spacious. There is also a mesh compartment the length of the underside of the top flap. I actually used both compartments on the top flap without any problems. I used a couple of packing cubes to keep some items together in the main compartment (just my preference). I never felt the need to have to unpack my bag - it was easy enough to find whatever I needed by just opening it up.
If you want, there is also a raincover for the Osprey packs - I believe the large is the one that would fit the Porter. I don't have one, but I might consider one in the future.

Meh, not to worried about the Panel, all I plan on having in there is my jacket.

I have thought about investing in some cubes, but I know the way I fold is perfectly fine. However I still haven't discounted the thought of doing.

According to the Osprey website, for the 65 it takes either a M or L. Yesterday I was searching "Osprey backpack" on eBay and I came across a seller or two who are selling the rain covers.

I am still a little nervous about buying this bag, as I have no way of trying it out before hand. Do you think the waist belt can accommodate a 40-42 inch waist?
