For what it's worth, folks on the other thread about this topic report that this time it's really just a fare increase and therefore subject to the excise tax.
To me this begs the obvious question: how'd the airlines allow this to get spun as a "surcharge" (with all of its associated anger and bad PR) instead of a fare increase (normal business, something we somewhat expect on peak demand flights)?
