Not a theory, a fact. In my case the GE interview was more of an interrogation, but nonetheless, they grudgingly gave it to me, and grudgingly gave me my CBP sticker, and I've used it many times with no hassle ever since.

For our case I hold Nexus and GE. My girlfriend is applying for Nexus, once approved she will apply for Global Entry. Which now will be in 3-6 months as Nexus requires one is at a US/CAN staffed agency station, and she is based in California.
She should apply for GE now then, since she can then have her GE interview at LAX or SFO.
