Receiving international calls on a US cell phone. Does it just use up minutes?

I'm leaving my other half in New Zealand and spending a couple of months in the US.

I think a good option might be to get a cheap virgin phone (that has unlimited mins on a no contract plan).

My family will be able to make calls to me for free, but will it be free for me to receive them since I have unlimited mins?

I've emailed Virgin Mobile US Customer Service. No reply yet and I don't 100% trust info I get from Customer Service reps.

I guess I'm also asking here in case anyone can give me an indication of what call quality is likely to be with a cheap virgin phone receiving an international call.
