Yes 22 minutes is too low. Delta's system isn't supposed to allow connectios in ATL shorter than 35 minutes. I find it very unlikely that any Delta agent would tell pax that 22 minutes is an adequate connection. Doors close 15 minutes before the flight, so 22 minutes would usually be impossible.

I routinely book short (35 to 50) minute connections in ATL to/from TPA. Out of dozens of such connections, I think I've missed one.

It sounds like your friend has been compensated fairly reasonably. I doubt he'll get anything more, and definitely not cash.
